What a Fake Tax Return Actually Is

A fake tax return is any tax document submitted to support an income claim that does not match what the taxpayer filed, or that was never filed at all. That covers the Form 1040 and its schedules, business returns on Forms 1120, 1120-S, and 1065, attached W-2s and 1099s, and the IRS transcript that is supposed to settle the question. The target is always the same: AGI, wages, or Schedule C net profit high enough to clear a debt-to-income ratio or a revenue threshold.
The document a borrower hands over is a copy. Tax software can print a return that was never transmitted, and a preparer's client copy can be re-exported with different numbers. A watermark reading "e-filed" is text on a page, not a receipt. The only evidence that a return was processed is an IRS transcript obtained through a channel the applicant does not control.
Two production methods dominate. Edited-after-creation starts with a genuine return and changes a handful of fields: wages on line 1a, AGI on line 11, or Schedule C line 31. Layout and preparer block survive because only the target numbers moved. Generated-from-scratch returns come from tax software templates, downloadable IRS forms, or programmatic PDF tools. Every line can be internally consistent, and the file never had a filing history to preserve. Transcripts split the same way: a real one edited at the AGI line, or one rebuilt in a word processor, either built to agree with the doctored 1040 in the same packet.
The typology is old. FinCEN's mortgage loan fraud assessment listed "altered or fraudulent earnings documentation such as W-2s and income tax returns" among the falsifications in sampled SAR narratives. What changed is how many channels accept a tax PDF as income proof. The GAO's review of 330 PPP and EIDL fraud cases found that 190, or 58%, involved allegations of tax document falsification.
Tells That Still Work — and the Ones That Don't
Reviewer tells catch edited returns more often than generated ones. None of them is a verdict.
Cross-references still earn their keep because a 1040 is a web of dependent numbers. W-2 box 1 totals should equal line 1a wages, and box 2 should equal the withholding credit. Schedule C line 31 flows into total income and drives Schedule SE, so inflated net profit with flat self-employment tax is a contradiction on the page. Raising AGI while leaving taxable income, total tax, and the refund untouched does the same.
Tax computation plausibility is the second screen. Total tax should sit where the year's brackets put it for the stated filing status and taxable income. A return showing $180,000 of taxable income and $9,000 of tax is not a rounding error.
Form revision year should match the tax year. The IRS revises the 1040 annually and periodically renumbers lines, so a 2024 return with another year's line numbering came from the wrong template.
The preparer block is a weaker screen than it looks. A preparer-filed return should carry the preparer's name, firm, and firm EIN, and the IRS requires a PTIN on the return transmitted to the IRS. According to IRS guidance on preparer credentials, preparers are not required to enter the PTIN on the client's copy. A missing PTIN is not conclusive, and a self-prepared return legitimately reads "Self-Prepared." What the block does support is consistency across years and a firm that exists.
Transcript conventions are the tell most reviewers do not know. IRS transcripts follow fixed masking rules described on the IRS About Tax Transcripts page: last four digits of any SSN or EIN, first four characters of a name, first six characters of a street address, and every dollar amount in full. A transcript showing a complete SSN or a fully spelled name did not come from current IRS systems. Return transcripts also print IRS-computed fields beside the taxpayer-reported lines, so an edited figure that disagrees with its "per computer" counterpart is a contradiction the IRS never issued.
Visual tells degrade fastest. Font mismatches show up on low-effort edits and never on template output. The signals that separate a generated PDF from an exported one live in the file.
How Detection Actually Works
Reliable detection reads the file's story, not the page. Six classes of signal cover what arithmetic and visual review miss.
Production method asks how the PDF came into existence. Tax software, preparer suites, IRS transcript delivery, consumer PDF editors, and programmatic generators each leave a distinct fingerprint in fonts, object structure, and producer tags. An edited return usually retains the tax software's production path and then shows a later intervention from a different tool. A generated return never had a tax software origin to retain.
Timestamp trail compares creation and modification history to the claimed filing event. A prior-year return created the week of the application is not fraud by itself, since taxpayers re-download their own returns, but a modification layered on an older creation date is a different story. Screenshots and re-exports strip this trail; treat missing history as lost evidence, not a clean result.
Issuer matching asks whether the document behaves like output from the issuer it claims. IRS transcripts have a fixed structure, masking scheme, and field order. Tax software lays out a 1040 in recognizable ways. A transcript assembled in a word processor fails this check whatever the numbers say.
Consistency covers the arithmetic chain across the packet and the rest of the file. Wages on the return should appear as payroll deposits on the bank statement, and the pay stubs in the same packet should annualize to something near the W-2. Generated packages are built to agree with themselves, so consistency alone proves little.
Model artifacts are computational traces associated with generative output, and no reviewer can be trained to see them. Recycled patterns catch reuse: the same template skeleton, fictitious preparer firm, or Schedule C business description across unrelated applicants. One underwriter never sees the pattern; a system that has seen the template does. Edited returns tend to fail the first four checks; generated returns tend to fail the last three.
What to Do With a Suspect File
Treat a single tell as a reason to look harder, and a cluster as a reason to stop relying on the page.
Escalate when line items, tax computation, and file history disagree. Ask for the prior year's return and the schedules the claimed income implies. Six figures of Schedule C profit implies a Schedule SE, estimated payments or a balance due, and 1099s or deposits somewhere in the file.
Break-test against the IRS. Form 4506-C, submitted through an IVES participant with the taxpayer's signature, returns the IRS's own record of what was filed. According to the IRS IVES program page, the fax channel returns transcripts in approximately two to three business days, while the online WebUI and A2A channels deliver in real time once the taxpayer approves the request in their IRS account. A return that was never filed comes back as no record. An edited return comes back with the IRS's numbers. That lag is the window a doctored PDF is built to exploit, which is why file-level checks matter on day one.
Reject the document as evidence when file history shows post-creation editing or non-issuer production and the transcript does not corroborate the income. That is a finding that this file cannot support the stated figure, not an accusation, and underwriting can offer another documentation path. Suspicious activity reporting runs on its own track: if the activity meets SAR criteria, file. The Cotality 2025 Annual Fraud Report put indications of fraud in about 1 in 116 mortgage applications in Q2 2025, with income misrepresentation the most common finding in Fannie Mae investigations at 46% of cases through 2024.
